J. C. Higgins 584.17 Shotgun, 12 Gauge, 28″ Barrel

The configuration you are describing is actually the J.C. Higgins Model 583.17 bolt-action 12-gauge shotgun. The "584" is a common misreading of the vintage roll stamp on the barrel shank, as the stylized "3" used by the factory closely resembles a "4" when worn down, lightly struck, or affected by surface patina over time.,
