The PSL 54-C is not the same as the Dragunov. Two different countries, two "slightly" different marksman rifles. Yes, they have similar thin, long barrels and wood furniture that includes thumbhole stocks and AK-style controls, but the PSL came second and took inspiration from the Dragunov sniper rifle. They're not the same guns. They do use the same 7.62x54R caliber. Another big difference are the receivers. The PSL is made like with stamped receivers versus Russia's machined receivers for its Dragunov rifles. This example is from the early 80s and comes with an original period correct scope.
